How to include Project Settings in package export?

Seems this should be obvious, but I haven't found an answer anywhere:

My project relies on a bunch of settings, Input Settings, Build Settings, Physics Settings, etc. When I export the project as a package, these settings are not included. So I have to manually transfer the Project Settings folder. This isn't a good workflow.

Is there some way to bundle the settings inside the exported package?

I believe that packaged are meant to be used for individual (or collection of) assets, not for entire projects.

    EDIT:
    Here's a better answer.

I need the real answer for this question, I only want to get "Project Settings" from a backup, i made several updates in new version, but I instaled a package "Unity particles colection" and it just spoiled all light settings from my game, i need to recover it from a backup, to save time...
