I created a new empty project with the hdrp template. I downloaded several tree models and started making terrain, but I noticed that all objects are illuminated even without the presence of light(first picture)

And when I add directional light, the dark areas are still light(second picture). How to fix it?

Here you can learn HDRP basics

Your problem is reflections... you have few solutions:
    1. Use reflection probes and screen space reflection and change sky box hdri to have better reflections
    2. You material needs smoothness, metallic maps
    3. Use Indirect Light Controller from HDRP volume to set reflections to 0
