How to deal with COPPA compliance?

    I'm thinking of implementing IAP to my app, however I don't really know how to deal with COPPA compliance in the right way. My app is not DIRECTLY targeted at children under age of 13. I mean it is not a "coloring book" or "how to spell" game.

    So if I choose that it is not targeted for age 13, what should I do to be compliant? What if people under age of 13 will still use my app? How should I get (should I?) "parental consent" in my game? Is it possible to show an age gate to the user at the start of the game, and then disable the shop for children? I think it wouldn't be enough as there would be data collected even before.

    How do you solve this problem?

    So what I have gathered so far (I hope I understand the rules correctly) :
    If my app is not DIRECTLY targeted to children, then I'm able to write in the application's description on the store page that the user must be 13+ to use my game.

    This way I can mark the services in Unity as not directly targeted to children and use the analytics and IAP services?

    Would it be legal and COPPA compliant this way?
