How to create a New Unity Game if you have files to a game already

Hello. I have all of the game files to a game, not just from build but all of them. How do I import them into an empty project and start working on it.

Basically, you load them in, then start. Place everything in the editor then move them and put them in order. Lay everything out.

Boom. You're done. Now you can sell it.

How do you have all of the assets to make a game but don't know how to make a game?
