I'm completely ignorant on how web development works, so please forgive me if this is a daft question.

But how feasible is for Unity to expand to cater to HTML/CSS builds?

We have Desktop, Android, IOS, multiple consoles and even WebGL and the only thing I'm reliant on doing outside of Unity is web development related things. Using Bolt it's far more efficient to wireframe interactive mock-ups in Unity than take Origami, Axure or any other software that's an additional step in the process.

With the opportunity there, is it technically possible?

HTML5 is very limiting compared to WebGL resource and performance wise, and since WebGL is supported by every major browser I just don't see where the demand would be coming from to justify the investment and ongoing cost of adding another platform. One which doesn't add that much to what Unity can already do.
