How does volumetric effects work?

    Good morning everyone.
    I want to know how these effects like "Sun Shafts" or "Bloom" are made where texture effects are placed on areas outside the object.
    For example "Sun Shafts", the rays are not placed in any texture, but they appear on the camera.

    My question is: Is this do with Shader? Where is this effect acting? In the material? On the FOG?

    I'm using URP. I wanted solutions to create visual effects with light using URP.
