How does one go about getting "Limp" appendages?

I managed to create my first model in Blender last week and I got it rigged last night.

He is a little moose plush.

I wanted to animate it like how a kind would play with it, holding it by the spine and flopping it around.

So the legs and the head need to be "limp" but still have some sort of friction to them so they don't helicopter out of control. The head especially needs to be a lot less "limp" compared to the legs

Is this something I do in Blender or in Unity?

I saw a plugin in the asset store called Dynamic Bone
    https://www.assetstore.unity3d.com/en/#!/content/16743
I think that would work, just wondering if there is a better idea out there.

    Thank you!

Research ragdoll, although I think that is exclusive to bipedal in Unity. There are other asset packages I believe on the asset store that improve upon and perform the same functions as built in ragdoll.
You can also research the joint tools in Unity which allow developer to manually set up a ragdoll - without being restricted to bipedal.
