How do we create an empty new URP project?

I'm following the learning material where they ask you to create a new empty URP project, but it creates one automatically with tons of content. Is there some setting I'm missing, like "Always create an empty project?"

 

Well, I guess create an URP project and delete the sample objects and scene.
