How do I get Android to build?

To say I am pissed off is an understatement.. I have installed the latest Unity version and I cannot for the life of me get it to build for Android...

The error is 'build failure unable to list target platforms'.. whatever that means....

I am able to do Android builds fine with Android Studio, Xamarin, and Flutter... so why on earth is it difficult for Unity to get this working?

Looking on forums people have being having this same problem for almost a year... How on earth is this still a bug???

And no I don't want to be downloading specific tool chains, renaming Android SDK folders... If Xamarin, etc are working fine then why isn't Unity ??
