I'm using a cloud layer and an ocean water surface to create a scene with an island surrounded by oceans. While both the sky and the ocean look great on their own, I'm having issues getting rid of the gap that appears between the two. It's not super obvious that it's there normally, but it becomes very noticeable during sunsets, where the sun can peek through said gap.

I already tried making the far plane more distant in the hopes that the ocean would occlude the gap that way, but it didn't seem to work, and I don't want to increase it more than I need to regardless. I also looked around the settings of both the water system and the clouds, but found nothing that seemed like it would help. What are my options to solve this problem?

You could decrease the earth diameter for the cloud system. Won't be realistic but it will make the clouds "curve" down closer.

Also, in my experience, in real life that gap is well "masked" by the atmosphere, tweak the fog settings, try and match references as close as you can but don't expect to achieve full parity.

You can keep the far plane at 70-100k with few drawbacks. Values this high used to be unusable but it's okay in HDRP.

Also iirc non-local clouds draw at the full distance, irrespective of far plane values, consider it if you don't use the local clouds benefits.

A good way to hide the gap is to use fog. If you ever look out of a plane window, if you look far enough you'll see the clouds and land blend together as everything just merged into a light blue colour.

I didn't find a setting for changing the earth diameter, but changing the maximum fog distance to be about a million made the gap disappear. A bit counterintuitive, but I'll take any solution that works lol
