how can we make 2d animated character like Shank in unity?

    hello
    I want to know what kind of animating can we use to make a game like shank?
    how can we make 2d animated character like shank in unity? with rigging character in unity? or drawing sprite sheet(PNG) frame by frame? or making animation in another software such as spine, moho , after effect etc...? or any way that i don't know....
