How can I make a "click" menu ?

Hello everyone,

I'm new on this unity world, I want to make a "click" menu, something for example for select a special feature of an object...... Something like the buildings in Clash of clans that you can touch and you get a menu and select something to drag and drop.... Is there any tutorial or someone who can explain me ? Please.
