Hoping for some help fixing a camera/rendering issue

    My scene and game view cameras all recently started doing this polarized glasses type thing, I have attached a gif for reference.
    I'm not sure exactly how to describe this issue, which has made troubleshooting it very difficult. The biggest problems are the unnatural shadow gradients when the camera angle rotates, and the fact that normal maps seem to have no visible effect anymore. When I zoom in close to the table, there used to be little pits in the wood that reflected light, now it looks flat.
    I've tried exporting my assets to a new project but the issue persists. I'm using Unity 2018.3.8f1 and my project is HDRP.
    Greatly appreciate any advice.
