Ho to turn ON or OFF automatic crashes and exceptions reporting feature?

I want to ask user's explicit permission before sending data about crashes and exceptions from my game.
How to do it? I've just built the game (for Windows PC) and reports are sent automatically, even without a user knowing it. It's a bad user experience because some people do not want a game to "spy" on them and send some data to 3rd party online storage. So, by default I want this feature to be OFF and only after a user confirms that they agreed to participate in "software improvement" program I want to enable it permanently.
