Feedback highlight resize bars

    ie: when mouse is over the 1 pixel resize line between windows highlight it (and make it 2 pixels while your nose is in the code)

    It will cause a lot of flickering lines during normal operarions, A little delay on hover would avoid this.

    It looks like the Package Manager window in Unity 2019.3 has this already.
