Recently downloaded Unity's new 2019 LTS, however, upon opening a project with this Unity version, there was an error and I had to run diagnostics. It said the following:
    Unity Package Manager Diagnostics
    Version 0.1.5

Starting diagnostics. Please do not close this window. This may take a few minutes...

✔ Making an HTTP request to the UPM package registry...
✔ Measuring the latency of the UPM package registry API...
✔ Measuring the latency of the UPM package download endpoint...
✔ Testing the Internet connection using the UPM package registry...
✔ Testing the Internet connection using Speedtest.net...
✔ Detecting whether proxy-related environment variables are set...
✖ Running the UPM health check...

    The report is as follows:

I solved this issue by re-installing Unity 2019 LTS and it works now.

Glad you were able to get this running!

There is a known problem right now that if you cancel an installation from the HUB, after the installer is downloaded, but the installation is in progress, some files, like UnityPackageManager might not get copied, and the users run into this uncompleted installation state that you've experienced.

Thought we'd post that in case others run into this issue.
