Help - Unity won't start - "unity package manager error"

    I just got Unity but whenever I start the Install from Unity Hub, it stops at 99.0%, then restarts to before the sign-in.

    When I tried to open a microgame, the unity logo image would appear but not open unity. Then I'd get a unity "package manager" error.

    I'd like to get started making games but this is a huge hurdle.
