    WEBGL 2.0 Maxed out:
the Web Gl 2.0 is good enough to reach near desktop graphics with some non important limitations (SSR...) but the performance is much lower compare to the desktop player .

Built in pipeline using Free Mobile lighting box asset for lighting and optimization
    URP with "Baked Lit" material
Scene fully baked without realtime lighting (You must always use baked lightmapping for mobile devices to get maximum quality and performance on any pipeline , this is the logic of the Unreal Engine)
Lights settings (intensity, color, sky light) are not the same between scenes
The settings are 100% the same between two pipelines (no realtime lights,no reflection probes, no anti aliasing, both forward,no shadows)

    URP post effects:
    Tonemapping ACES
    Gamma
    Color adjustment (contrast,exposure,saturation)
    Vignette

Built in effects (from Mobile Lighting Box):
    Vignette
    Tonemapping ACES
    Gamma
    Color adjustment(contrast,exposure,saturation)

    URP Material : Baked Lit
Built In Material : Mobile diffuse

This is my old test. I don't remember anything about HDRP scene (the screen shot is from default project). Maybe can optimize it more ...
I just want to compare the quality
    Built_In version converted by me:

    My last comparison (GTX 780 and 3770 i7 24gb RAM 4K resolution )
    I will not compare anymore
I optimized HDRP as much as I could and i tested turned off its effects and features but without frame rate changes (screenshots is full effect,HDRP default profile ):
    Built-in is maxed out
    scene is baked

    my point of view
HD graphics are reached to the UE4 from technical side and the performance is the same as UE4 now
Unreal performance was lower than Built-In pipeline of unity on maxed out settings:
    The video
    The gif comparison:

In the new unity 2020.2, the quality of the post processing is very similar between Built-In and HDRP (improved built in lighting and post processing quality)
