Has the CanvasRenderer.OnTransformChanged bug been fixed on Unity 5.4?

The issue tracker says it's been fixed in Unity 5.6 which is beta. This is causing serious performance issues and it would be great to see it fixed on the previous Unity version that is just few months old and is still being supported.
