Hanging at "Loading packages..."

    Unity 2018.4.3f1
    Windows 10 Home fully updated
    Firewall completely disabled
    USA
    100mbit Internet, no speed or latency issues
    New, empty project
    If I go to Window > Package Manager, it opens but hangs at "Loading packages..."
    Logs attached

    Help!
