Hand icon changing to eye icon, camera icon adding orange "focus" icon. WTF?!?!

My hand tool icon turns to an eye icon when I hold down right-mouse button. WTF?? Why is this not discussed or explained in any tutorials, what does it do, how did it happen and how do change it back??? This keeps happening when I navigate in the Scene view and I have no idea why or what it means. Also see attached screenshot. The camera icon adds what looks like a yellow focus symbol. I have been googling for two days to try to turn this off or figure out what it is doing. Can someone please explain this?!?!
