Grass Mesh Sliding on Terrain in Unity 2019.4+

    I have a weird problem with Unity 2019.4 and 2020.1. The details grass mesh on terrain is sliding with wind effect.
    I have also painted the vertex to only move the top part of grass which is working perfectly fine in Unity 2018.4 but not in newer versions.
    Any suggestion how to fix it ?
