GPU Skinning disabled for PC Platform in Unity 5.5+

    Applying scaling on a mesh using a phong tessellation shader causes "abnormal" deformations in the mesh. Enabling GPU skinning in previous versions of Unity seemed to correct this problem; however, that no longer appears to be the case. Is GPU skinning broken or disabled for the PC platform?
