I had some problems with Google services too. I had 2 different SHA-1 codes, when trying to access Leaderboard from Unity, one of the codes worked and the other only showed the Google sign for a sec and then disappear. The SHA-1 that worked in Unity was the same that didn't work in the final APK and vice versa.

I suggest you to try if the Leaderboard disappears when playing your app from your Unity scene, if it shows good in Unity but not in the final APK it's the same case as mine, so you should check for other SHA-1 code in your Google Developer Console.

I solved it, it is not the sha1.
I have just added a tester mail and published the game service(last stage)
