Google Play Rejects My Game With a Non-Skippable Unity Rewarded Ad

I recently been getting my game rejected because the rewarded ad i have in my game "interferes with normal app use that are not closeable after 5 seconds" the ad only pops up when you press the rewarded ad button and pops up in the shop menu where non of the gameplay happens im not sure what to do other then try to use interstitial ads as rewarded ads because you cant set allow skip to rewarded ads in the dashboard. Can someone please help thank you!
