Wacom is generally recognized as the market leader in the realm of drawing tablets, although there are presumably other options out there. Most of the tablets in Wacom's Bamboo line retail for $100 or less.

I own a Bamboo tablet from a few years ago (before Wacom split the line into multiple devices) and although it's perfectly serviceable from a technical perspective I find it quite awkward to draw with (I find drawing on one surface with no tactile feedback and having what I've drawn show up on another surface very unnatural). However, I don't use it very often and I suspect with practice anyone could eventually get used to it. Wacom does make tablets with integrated displays (example), which I suspect would be easier to use, but they're relatively expensive.

Get a wacom intuos, it doesnt have to be the latest version but 3 and 4 will do fine. The surface feels so natural and nice, I highly recommend it.

Newer wacom tablets help provide more tactile feedback as well, making it easier to get comfortable using. Also the newer bamboo products provide pretty good level of sensitivity making it a great entry level product.

Another good reason to use wacom over other products is their pens are powered by the tablet your not having to purchase additional batteries. You wont find that with any other product because wacom uses patented technology.

For terrain painting or for in combination with the 2D Painting plugins for Unity I suppose it might be useful, unity and the wacom tablet (or at least my intuos 3) act a little odd, I've never attempted to draw in unity with it, but simply clicking the unity buttons using the wacom tablet doesn't work as well as you'd hope. Not that it matters because I just use the mouse anyway, I only use the tablet when I'm quickly switching between a texture I'm painting in Photoshop to how it looks on the model in Unity.
