What is the definition of " Global Shader " for you? What do you like to achieve ?

Are you talking about Image Effects? Applying a shader to the screen after the camera renders?

Here you have the components used.
If you have unity Pro you can import the image effects package and some add thous effects to you camera.
Some are custom mead and you wold need to build them yourself or buy them.

Image Effects are a Pro-only feature; the Pro Standard Assets package that comes included has a number of image effects, and more are available on the Assets Store, but all of them will require Unity Pro.

Does it also require Pro to create custom image effects? I am just trying to figure out how to actually apply them to the scene...

The information in this thread is outdated since the release of Unity 5. Aside from the splash screen, there is basically no such thing as a Pro-only feature anymore.
