Bug Fullscreen Shader Graph won't compile while using URP

    Any time I try to create/open/edit a Fullscreen Shader Graph it gives the following errors and is excluded from compiling. When I try to use the shader graph via a feature and compile the shader is not visible;

    Even though the errors seem like they're about a custom shader, they're referencing Shader Graphs/Master , the Master node itself. Also the error is given at any Fullscreen graph I create, at any project.

    Here are the troubleshooting I have done so far;
    • The issue happens on multiple projects, both freshly created and old projects.
    • I tried Unity versions 2022.2.16f1 , 2022.2.17f1 and 2023.2.0a12. Encountered the issue in all of them.
    • This happens on both the URP template or when I create a BuiltIn project and manually import Universal RP package.
    • Checked the relevant packages (Universal RP, Shader Graph) Their version is 14.0.7 on Unity 2022.2.17f1 as expected.
    • Deleted /Library folders of the affected projects.
    • The only happens on Fullscreen graphs. All the other graphs work fine.
    • Tried to fully uninstall Unity/Unity Hub and all versions, along with appdata several times.
    • Tried to completely format my pc and re-install Windows.
    • Tried to install Unity on a different device to see if it's about network etc. On my other pc, everything works fine and there are no errors as expected.
    • The error is gone only if I go to Project Settings > Graphics and remove the URP asset. When the project is using URP, the error comes back.
    At this point I'm not sure what the issue might even be. From what I understand, I might have a corrupted package or installation but even at full OS format, the issue persists.
    Would really appreciate any help, thanks in advance.

    Update: Apparently the bug is related to OS language. If your OS language is Turkish, this error will appear. Solved it by changing OS to English. Leaving it here in case other people encounter the same issue.

    Çok teşekkür ederim.
    Thank you so much. I've been having exactly same problem for a while too. I'm using Windows 10 and this solution didn't work directly. I needed to change Regional Format to English. After that everything works fine.

    Don't forget to change regional format too, I handled with this way.
