FPS Controller wont move view vertically

Using 2019.2.17f1
I am building a game using the Unity Standard Assets FPS character / First Person Character. I have used this asset at least a dozen times before with no problem and it seemed to be working at first on this try. There are no other third party assets working. I haven't written any scripts yet. I did use a Windows 10 [Windows Key]-G Video capture.

PROBLEM:
The mouse will move the FPS character view direction Horizontally but not Vertically... The touch pad on the lap top does the same error.

.… Just now I deleted the FPS character and dropped it in again and it worked. I have done this before but it always fails again.... but only on THIS project.
