Force RGBM encoding not working on mobile platforms?

    Hi,

    I'm recently trying to improve the reflection quality of my game. The idea is: force encode texture to RGBM in mobile platforms and force decode in shader. I've done it to lightmap before in 5.1.x. But the current version seems not to care about the force rgbm option and gave me the double LDR result (mobile default) in ios or android platform. Is it a regression?
