Fog controls

    This is 10.x.

    Without a way to control density based on camera distance it's really quite unusable in some cases. Like against transparent/reflective surfaces it's especially bad. Pretty much ruins our water.

    Mostly wanting to know is this something Unity is going to fix soon, or should we take steps to fix it on our own?
