Focusing on a UI button for Tutorials

In Android, there's a package that focuses on a specific UI element. is there an asset on the asset store or a built-in way of doing this in Unity? I plan on doing this on PC and Mobile devices. But, if there's a cross-platform way of doing it, I'm open to suggestions
