    • When HDRP or other SRP is in effect, you should allow the SRP to grey out the Lighting window with suitable message, for the parts that will be handled by the SRP, or better yet replace it entirely so there is single clear messaging.
    • Any functionality the SRP uses that the lighting window exposes, should be handled by the Volume Settings assets as it is basically just lying to the user. The user changes something, then you hit play and these changes get reverted. It is much clearer and better design to grey it out with suitable message.

Either make lighting window entirely under the control of the installed SRP or don't use the lighting window. Either way, you're going to have to address it. Putting fog there and half in post effects was annoying and inconsistent before, but now it's become actually stupid, and Environment area flat out has no effect.

So you probably need to decide one way or other. Even making it so the SRP can entirely take over the display and options of the Lighting window is a thought, but the long term solution is to move it all to Volume Settings and do it right.
