FBX animation problem

    So I have this baked animation exported into fbx format, the joints, eyes and tongue follow through perfectly with the animation but my body mesh remains static. I have a controller in Maya that has an attribute to move the root joint via set driven key, could this be the problem or am I doing something else wrong?

    edit: Uploaded screenshot of my hierarchy. The tongue and eyes have parent constraints to the jaw joint and head joint respectfully.

    What are the results when you re-import the fbx back into Maya? The same export as you are importing into Unity?

    Same thing happens in Maya, the body never follows the joints but everything else works fine.

    I've tried changing export and import settings on each section and just can't figure out why that body mesh won't move.
