Failing to update packages due to unpermitted operation

Hey there. I'm having trouble updating packages via the package manager. I can see that they have updates pending, but when I attempt to update them, I get this:



I've tried quitting and restarting Unity, as well as removing and reinstalling Burst. I appreciate any assistance.

Edit: Also, I encountered this in 2019.3.4f1 as well as 2019.3.3f1

I also wonder if symlinking my asset folder could affect this? Most of my dev files live on an external disk that I have sym linked to work with Unity, and this has always been pretty handy, but the error message makes me wonder if that's breaking the package manager somehow.

 

For some reason, my attempt to update Burst worked today, and once Burst was updated, everything else was able to update.
