Hopefully this is it. I have a few doubts, mostly because your problem is only on a "post" operation (an add on UPM-UI) that systematically fails, but it is conceivable this is the one fix that could address your problem.

In short, I will be sending you a version of UnityPackageManager.exe that addresses what we believe is the issue through a private communication. This fix will also be part of 2017.4 and 2018.3, but I'm not sure when that will land and I rather prefer we ascertain right away if this fixes your issue or we go back to try to find alternative ways to fix it.

Once we get that, would you kindly:
    1. Move the UnityPackageManager.exe I sent you under Data/Resources/PackageManager/Server
    2. If there is one already, you can override or back it up to be 150% safe.
    3. Boot up Unity and attempt the steps that previously failed.
If it still fails, please send me the logs (both Unity and upm logs.

Once more, thank you so much,
    P.

    Hello again @pedro_unity
That didn't go very far unfortunately, when I switched the server and opened Unity 2018.2.1f1 with existing projects I got this:
    existing projects.png
And with empty new projects I got this:
    new project.png
Apparently since 18.2 the manifest file includes the built-in modules as well.
I think it's still rough on the edges.

    Hi SLICKCODER,

It is very simple typo for Windows System environment variable settings.

    This is wrong.
    HTTPS_PROXY="https://host:portnumber"

    This is collect.
    HTTPS_PROXY="http://host:portnumber"

    Thanks

Thank you for the response. I don't see in my Windows System environment variable settings. Do I suppose to add it? I went to control panel>system<advanced.environmental variables. In any event, is it possible to list the steps to set this up...been working on getting unity 2018.2 to work for a week now...

From what I understand the Environmental Variables are found by right clicking on "My Computer" or "this PC" and selecting "Properties". Then "Advanced System Settings" and press Environment Variables.

I could be wrong, as i am in the same boat with pretty much all of my computers and versions of unity.

    or follow this map.

Thank you so much for the response. I added the UNITY_NOPROXY variable in the environment variables, but now Unity is getting stuck on the "loading screen". Is there anything else I need to do to prevent that :loading" screen from Unity?

@xCyborg The UnityPackageManager executable you were sent is not compatible with 2018.2, it's the one we use for 2017.4 which is why you are getting that nasty error. However the fix has made it into 2018.2.3f1 (released August 10) so upgrading to that version should fix the problem.

    Hi @SLICKCODER,
xCyborg's problem was related to an issue with slow networks. "Failed to Start Unity Packing Manager" is usually caused by incompatible network configurations. Could you please submit a bug report for your issue with your logs attached and reply in here with the Issue ID?

Sure. Can you provide the exact link to submit a bug, because there's so many options for support on unity3d.com (i.e., issue trackers, answers, forums). But here's a paste of my editor log:

The bug reporter is a program that is installed alongside Unity. You can access it from within Unity via Help -> Report Bug...

You can find more information about the bug reporting process here:

The bug reporter is a separate program and doesn't depend on Unity. You can access it directly through the executable in the directory where Unity is installed.

Reported a bug, no feedback. Terrible. I hope when I pay for the Pro Plus Unity I won't have any problems with this software. It's just questionable that no one can provide info on how to solve this problem on this forum. Thank you in any event....

    Hi @SLICKCODER ,

I'm sorry the experience is not on par with your expectations. I can assure you that we do indeed take to heart the issues our users endure and attempt to correct them as soon as possible.

    ------ '' --------

    With that said:

I'm very sorry you're running into all these issues while attempting to start Unity. We have attempted to reproduce the issue using the versions that have failed and were unfortunately unsuccessful. If I could ask more details from you, this could inch us closer to a potential cause and resolution.
    • Would you try starting Unity without a network connection and let me know if you are able to start Unity with your project?
      • If the step above fails, could you try to start a new project with the same conditions mentioned above and let me know if that works?
    • Would you please paste the following URL on your browser "https://public-cdn.cloud.unity3d.com/config/production" and let me know what the response is?

Ultimately, please confirm the following for me:
    • Node is not blocked at the firewall level
    • No antivirus is running on your machine. If there is one active, it doesn't block Unity processes.
    • Under the location where your executable lies Path to your executable (in my case == C:\Program Files\Unity 2017.3.0a1) \Editor\Data\Resources\PackageManager\Editor please confirm that there are .tgz files in there like this: https://imgur.com/a/HHc2hXC

Thank you so much for your help and please accept my sincere apologies for the issues you're running into.

I am having the same errors since today. I haven't installed new editors or anything but all my Unity Editors are broken only below 5.5.6 is working the rest I got installed.

I make online development courses for a living and this problem is killing that atm besides makes me really frustrated as I haven't done any updates but out of nowhere my editors don't work anymore.

    Hopefully this can be fixed.

@BraindeadGamesLLC , have you check your with your network administrators or IT team if there was any changes in firewall rules or proxy configuration?

    Regards,

    @SLICKCODER,

Apologies for the delayed answer. That is really strange. Would you please try the following:

    • In a browser (I did it in Chrome, but you can use any of your choosing), post "http://packages.unity.com/com.unity.package-manager-ui" and press enter. This command will fetch the metadata for all package-manager-ui released packages in a blob of information. Let me know if the command manages to pull information.
    • There should be tgz files in the installation of Unity. If there aren't, there might be a problem with the installation itself.
    • Can you give me any details about the type of network in the environment you work from? Home? School? Workplace? Are you behind a router? Is the connection throttled? Do you allow new certificates to be installed (like the ones in packages that are Unity signed)?
Thank you very much for your patience.

    Hello @navy3001,

That is not good at all. If you don't mind, would you be able to tell me if you're still having the issues, and if so, would you kindly answer some questions?

So it stopped working on the same version from one day to the other? Is this correct?
What connection type are you using?
Do you have an antivirus (that potentially updated recently)?
Have you done any types of update to your machine?
    Have you enabled a proxy?

    Thanks a bunch,

So it stopped working on the same version from one day to the other? Is this correct? yes
What connection type are you using? wifi
Do you have an antivirus (that potentially updated recently)? yes, and it is allowed, I even turned it off and tried and no dice
Have you done any types of update to your machine? no
Have you enabled a proxy? yes

I backed up the unity projects I care about bascily, then wiped my computer, so unity 2018 is working now

    Hi @navy3001,

I'm glad that worked for you. I'm still confused to what actions you took when you "wiped" your computer. That message you mention, "Could not establish a connection with the unity package manager local server process. this is most likely due to a proxy or firewall configuration." appears when some agent interjects himself between you and the distant registry. This is normally a proxy that causes the issue.

I'll keep an eye out for problems such as this. Thanks for reporting!

    Cheers,
    Pedro

I'm so sorry to bring this up again, but I'm still having problems with the latest package manager.
Now it's taking forever to install a small package and it's gone completely unresponsive, no idea what's going on.
Editor log has nothing, and there is nothing to indicate the current status of the operation.
Frankly at this point I would rather manually download the packages and install them offline.

    Hello @xCyborg,

I'm sorry you're running into issues with UPM once more.
If I understand correctly, you're updating a project?
    • Can you tell me what version you're trying to update to?
    • Have you tried to update to this version by being completely offline (no wi-fi, no wired connection)?

    Cheers,

I'm having issues with version 2019.1.0a13.
Right now I'm sharing LTE cellular data from phone, based in north Africa.
No problems so far with 2018.3 but would still prefer some status feedback (status bar or something) and a way to install tgz files directly.
    Cheers.

@morybest Is is the exact same error message reported by @xCyborg (i.e. ECONNRESET). Also, are you located in North Africa too?

Opened fine in 2018.2.19f1 and then had the exact same issue today in 2019.1.4f1 when attempting to upgrade, and for what it's worth disabling Avast firewall did the trick!

@firstuser The name of the Package Manager binary changed around 2018.2 from
    upm-win.exe
    to
    UnityPackageManager.exe
. Maybe this is the reason behind the return of the issue?

    Cheers,

No clue, could be! All I know is that I had the same "Failed to start Unity Package Manager" popup and then google lead me to this thread, after following the suggestion to disable antivirus firewall everything opened just fine. Wanted to confirm that this workaround worked for me in case others have the same issue.

I have found out that this especially happens when using preview packages on older versions. Mostly the packages are encapsulated to prevent them from being installed on the wrong versions. So if you get a red banner on the package you previously could (or had) install, it is due to the fact that the server now does not allow it to be installed on your version anymore, because the packages has been adjusted for newer versions.

Hello @YasanthaPrabath , this is intriguing and scary ☝️!. I'm curious to see if NodeJS installer could set environment variables affecting the Package Manager. Can you share the output of this command in the terminal?

    On macOS:
    set | grep NODE_

    On Windows:
    set NODE

    Thank you,

    Pascal

@YasanthaPrabath, thank you for checking the env vars. Looks like this is not the issue.

I'm sorry that you need to work on dual boot. We will look into this issue. It is not normal for a NodeJS installation to interfere with our application. Can you tell me what is the version of Windows you have installed? And also the version of NodeJS conflicting with Unity?

    Thanks again!

    Pascal

    Hi,

Thanks for coming back and trying to find the bottom of the issue, If it's possible I'd like to get both working in harmony if it's possible.

I'm on windows 10 with the latest patches installed.
I can not remember the exact version of node I got downloaded but if im not wrong its 13.x version.

Yes, they should. Really weird this is causing an issue. We will try to allocate some QA time on our end to try to repro.

    Regards,

I was able to fix this issue by uninstalling and reinstalling the version of Unity that was causing it (2019.2.15f1). I have a fair degree of confidence it was caused by one of two things:
    1. Uninstalling a different version of Unity in Unity Hub while installing this one (which has caused me problems in the past, for instance Hub uninstalling the wrong version), or
    2. Downloading/installing this version of Unity in Unity Hub while low on disk space (just a few gigs free); I did free up some disk space before trying again
Further details: I am on macOS Catalina. I was seeing this error when trying to open an existing project I downloaded from a GitHub repo. Also, if I tried to create a new Unity project with this version, Unity would start but nothing would happen. Trying to open the new project from Unity Hub gave the error "Invalid project path".

Ok, so I my Unity projects and hub was working 2 days ago and now since I moved to new apartment nearby it stopped launching projects. Every time I do launch project - it just crashes with no warning or error popup.

In umb file I get this:
    {"level":"info","message":"Starting Server","timestamp":"2020-04-01T21:54:22.076Z"}
    {"level":"info","message":"Server started on port [55529]","timestamp":"2020-04-01T21:54:22.080Z"}
    {"level":"info","message":"Health Request received","timestamp":"2020-04-01T21:54:22.254Z"}
    {"level":"error","message":"[Unity Package Manager (Upm)]\nParent process [13680] was terminated","timestamp":"2020-04-01T21:54:29.605Z"}

    I have windows 10 1903
    No proxy or stuff
Windows defender, firewall and antivirus turned off

Didn't help. Then I tried logging off and restarting hub - didn't help. I tried uninstalling unity and hub, cleaning registry, installing all fresh - didn't help, then tried turning off the internet (i'm on wifi) still didn't help. I tried launching just unity without hub but it doesn't work since it automatically opens hub.
I also tried creating new projects - they open fine, but whenever I close them and try opening again -same thing.
And the last workaround that I've tried was opening a scene file in one of my projects AND IT WORKED! Even with my wifi and all protection on. So it has nothing to do with firewalls or antiviruses, it's obviously a problem with hub.

I also have a problem with unity package manager. I made a post in answers.unity.com but this thread seems more... sweet? I have tried many of the solutions but I have not had a fix yet.
For some context: I installed a new drive and redownloaded Unity but when I tried to open a new project boop, it threw the following error (unity error.PNG) I dont have a proxy enabled and the environment variables are set. I also have set the inbound rules to enabled for Unity but just for the kicks and giggles turned off the Firewall. I also turned off my Anti-Virus but that also didnt help. I would gladly wait for a month just help me please get to the bottom of this. I am excited to get back to game development :)

Edit: I think I found the problem but dont know the solution. I cant connect to the IP adress 127.0.0.1 or Ports above 50000.

Hi @Spokkazoni, sorry to see you have this issue, I'm not sure what could be cause. Have you checked this post, in particular the section Blocked Ports & Timeout Suggestions, there you can find instructions on how to launch the Package Manager application locally and troubleshoot your problem. What is the output of the diagnostic report? Is there any information in the upm.log ?

Thanks for the quick reply @supitaUnity. I did the commands to open package manager but it showed me this error:
    https://paste.ubuntu.com/p/StKPgj5rJS/
I also run the diagnostics and it showed me the following:
    https://paste.ubuntu.com/p/HT8KZYyhC8
I noticed that the diagnostics change for every time I run them as well.
the log the diagnostics created is the attached file
The upm.log file shows the following result:
