Failed to start the Unity Package Manager local server process.

    When I try opening or creating a project, through both Unity Hub and normal Unity, this error pops up:

    Failed to start the Unity Package Manager local server process. Make sure the process [C:/Program Files/Unity/Editor/Data/Resources/PackageManager/Server/UnityPackageManager.exe] is not blocked by your anti-virus configuration.

    I don't know what I should do, as there is only one thread I found on the internet about this issue, and there's no answer. I reported this as a bug, but I got no response. How do I fix this error?

    For me just reinstalling solved the problem.

    Setting up my new PC - Installed unity. now getting this issue (as described above)

    Disabled windows defender, turned off windows firewall. No anti-virus/malware is installed. No proxy or VPN.
    Tried Reinstalling Unity, tried both the "unity installer" and "unity editor" downloads.
    Tried running both unity editor and package manager with "run as administrator".

    Here is the diagnosis report:

    What does this mean?

    Will try older version of Unity?
    Will try Removing Unity hub?
    What else to try?

    Hello, sorry to see if you are having this issue. Please refer to this forum thread. This is a known issue on Windows 7 with Unity 2020.1.16 and 2020.1.17.

    Have same issue - Windows 11 - VS 2022 - tried download from Unity - that failed with above so de-installed everything, then tried VS 2022 workspace install - same result.

    For VS2022 + Windows 11 I got it working - after multiple installs-de-installs + trying on a Server VM Box - it just seems to be very precise about the order in which you do things, and the VS Community 2019 install may get in way.

    I tried pasting screen shots in, but forum didn't like it so everything is in attached word document and outlines steps I took to get things installed.

    Hope this helps someone get past the error.

    What I did to get this (first time seeing this error) issue resolve in under three minutes. I hope it helps those still experiencing this work-blocking issue.

    I temporarily disabled our VPN. Set to allow the Unity, Unity Hub (added the Hub application, was not listed) Firewall related option to Private, and Public. I then, and this is key, closed Unity and the Unity Hub (making sure it's unloaded in the Details tab of the Task Manager dialog). Next, I started up the Unity Hub. The usual projects view shows. I turned my VPN back on. And, coffee break is over, back to work time happened.

    I hope Unity learns to play nicer with my VPN. As I value my privacy and cool VPN GUIs. Don't we all? :)
