    This line seems to points to the problem:

    [UnityConnectServicesConfig] config is NOT valid, switching to default


    I'm not on Windows but I would try to locate the
    services-config.json
    file and delete it.

    From what I understand, ti should be located here:

    C:\Documents and Settings\All Users\Application Data\Unity\config\services-config.json


    Can you remove this file and see if it solve the issue?

    As I said, I'm not on Windows. So I probably gave you the wrong path :(. Sorry!

    You are not doing anything wrong. If the file does not exist, it means we were following the wrong track.

    I talked to colleagues, and we've seen this issue happen internally. This was caused by a corrupt installation. Can you take a screenshot of the
    Resources
    folder? We want to know if you have files of 0 KB size.

    Go in the folder where you installed Unity. Lookup for the folder
    \Resources\PackageManager\Editor
    . There should be a list of
    .tgz
    files. Please tell me if any of these files are 0KB in size.

    Everything looks ok. Can you try to uninstalling/removing Unity and installing it again, please?

    Ok. I'm still trying to find what could generate this strange error. Are you an admin on the machine? The log says your Windows language is set to *turkish*. Could you try setting your computer language to *english* and see if it works?

    Unfortunately I have this problem as well, and it is not resolved in 2019.2.1f1. Getting a lot of theses errors:

    Asset with guid '3a2d94c8977984b67984caeff9fa666e' and path 'Packages/com.unity.collab-proxy/Editor/Resources/Styles/CollabHistoryCommon.uss' is up to date, but does not have a valid target hash assigned to it in the GuidPersistentManager
    Asset with guid 'fd3d7c275a0958b4fa0f26a0ee9b8481' and path 'Packages/com.unity.2d.sprite/Editor/UI/SpriteEditor/SpriteEditor.uss' is up to date, but does not have a valid target hash assigned to it in the GuidPersistentManager
    Asset with guid 'd02b5650e6e0b4c45ab18d5a1d1fce97' and path 'Packages/com.unity.2d.sprite/Editor/UI/SpriteEditor/SpriteFrameModuleInspector.uxml' is up to date, but does not have a valid target hash assigned to it in the GuidPersistentManager

    Around 20 of them. Any other solutions aside from uninstalling and reinstalling unity? Just started happening today and hadn't happened before this before.

    I don't think the logs you copied are related to the *Failed to resolve packages* error. Can you post the full log instead?

    suddenly i get this problem, this problem only in HDRP project.
    whenever i am trying to open my project HDRP it shows like this.
    I reinstall unity lots of time but its not working, I am trying in always.

    I understand why the error.
    I create "mklink" for "unity cache" folder from .bat file (because the disk C have low memory, old and slow speed, I transferred files to another local drive):
    mklink /D "C:\Users\AntonioModer\AppData\Local\Unity\cache" "E:\Program Files\Unity_cache"

    Ie the UnityHub does not work with "mklink" folders.
    I maked default local "unity cache" folder on disk C, then new unity project created without error.

    [RESOLVED]
    I resolve error with mklink folder.
    Issue in security folder parameters !
    In my system on disk E WindowsOS set additional security options for folders.
    I delete this security parameters (restore to default, like in disk C), and error is gone, mklink folder done fine with PackageManager.
    So if this error is, you need set folder security access to all folders for PackageManager

    I'm still getting this error.

    I've tried to reinstall both Unity Hub and Unity Editor, tried to clear caches, deleted the Library folder, set the folders permission to read/write, I tried to reset Packages to default, delete the Package Manager cache folder... I'm not sure what to do anymore at this point.

    "permission to read/write" it won't help, i tried. You need to set the default settings. I had a special specific setting due to a Windows OS account via the cloud. I removed it and the error disappeared. Try updating Windows OS

    Do you happen to have an apostrophe in your username? Like "Someone's Computer"? If so the workaround would be to rename your user account and remove the apostrophe, or create a new account.

    Hi @DanteRevill,

    I am very sorry that this issue is affecting you. As noted by @CodeSmile above, this issue is caused by the presence of a single-quote character (') or double-quote character (") in the paths used by the Package Manager. In your case, the cause is likely an apostrophe (single-quote) in your username.

    It's a bug that recently slipped by unnoticed in 2021.3.7f1. The fix is currently being integrated in all release branches affected. Until the fix is released with a new version of Unity that you upgrade to, the simplest workaround is to revert to a version prior to when the issue was introduced, if this is possible for you. In your case, it would mean 2021.3.6f1.

    This happened to me as well. It works on newer unity version, but then my shaders are a mess. I have looked into how to fix/update them, but they still look bad.
