Failed to resolve Packages Unity Package Manager Error

    When I try to load any project on 2019.2.14f1 I get a package manager error. It reads:
    Failed to Resolve Packages: Cannot Connect to unity package manager local server. No Packages loaded.

    I have been getting this error for a few days. Re-installing unity fixes the issue but only for the first time you load the project, You also have to turn off all firewalls and run it as administrator.

    I am using UnityHub.

    If I click continue the message closes and nothing happens. In task manager, I can see unity Editor running but no loading dialogue boxes ever show up.

    The UNITY_NOPROXY Environment Variable is set up to 127.0.0.1,localhost.

    Does anyone have any idea why this may be happening?

    [EDIT] I tried to re-install it again and it didn't fix the issue

    I also get this problem, and I have tried all the troubleshoot steps and nothing works to fix it.

    Yeah i fixed it, it was an internet filter on my laptop
