Express purchase not active but money automatically debited from PayPal, why?

    I got into a pretty cute case. Last time I was paying for assets from Paypal account. I chose the address of PayPal account on the left and clicked "Pay now". I expected to be redirected to PayPal account because I have private and corporate accounts, then I decide from which one to pay. But that's not the point.

    Despite the fact that I had the settings checked:
    "Express Purchase is not activated"


    the money was withdrawn automatically without logging in to my account.

    As a result, an error occurred on the invoice, because the person paying the bill was incorrectly entered.
    So I don't know why it was an express payment?

    Maybe I didn't read something, I can't find anything about it.

    Does Asset Store have the right to withdraw express money from my account if it is clearly marked as inactive?

    In my opinion, it's a "matrix mistake", some oversight. But it can be dangerous if someone had unlimited access to the account.

    From a legal point of view, if someone does not agree to express payment, and yet such is charged, then there may be a problem for Unity. We have a new law in the EU, GDPR, and the customer has the right to give his consent or not to the actions of different entities.

    What do you think of that?
