I am receiving the following error when trying to import a sound file or when I attempt to reimport an existing file:
    1. Errors during import of AudioClip Assets/Sounds/SomeSound.mp3:
    2. FSBTool ERROR: Could not find encoder library 'libvorbis.dll', please copy it from the FMOD SDK to the application directory.
    3. FSBTool ERROR: Encoder initialization failed.
    4. FSBTool ERROR: Encoder initialization failed.
I've searched the Unity app path and found the FSB files (and the libvorbis.dll) in the folder. But still receiving this error. Tried replacing them with the ones from another computer. Googling the issue lead me to no solutions either. Tried re-installing the Unity. Didn't work either. Any suggestions?

Did you find the solution? I get the same error, while importing any audio file. It's so frustrating. Tried all that and more, and no changes.

It indeed is so frustrating. The problem vanished at some time for me though, and I have no idea why.
When I first encountered this problem, I tried re-installing audio drivers, replacing libvorbis.dll even re-installing the whole OS. None of them was the solution. I mostly had this issue in my laptop. And at some point I had the same problem in my desktop pc (for a short while) too. But both seems to have vanished - on their own (?).
Sorry, I couldn't be any assistance to you.

Thanks for the reply. Interesting. I'm also on laptop. Luckily, the problem vanished after different Unity version was installed, works fine now. Also, within audio file/s properties, under security card, I edited the permissions, checked all fields for all users, another thing that might've been the cause of the problem.

After some workaround tries, the problem was solved (for me at least) by replacing DLL's from Unity 2017.1 at that path: [PATH_TO_UNITY]\Editor\Data\Tools\FSBTool

Been starting to have these issues in linux since 2017.4.18f1 , still same issue in 2017.4.19f1 . But it works in 2017.4.17f1 this kind of stops me from updating since no wav assets gets imported properly.

Since Unity had argued with 'libvorbis.dll' (as in first message of the topic), I just replaced that dll with the same one, but from Unity 2017.1

The path to dll is [PATH_TO_UNITY]\Editor\Data\Tools\FSBTool

Maybe it would make sense to replace the whole content of that folder.

This worked the same for me. I also realized that I had a libvorbisx64.dll file, but no libvorbis.dll . After copying, I just had to re-import the sounds and it worked fine.

Same error here. Uninstalled Avast but, didn't work. Then I realized the file name was too long. And reducing the file name, solved the problem.
