Question Error while need activate license in UnityHub

So i have unityhub 3.4.1/
And i need to get license personal but manual and in unityhub not work while i activating in unityhub i didnt have a license i try restart pc load fia admin privileges but nothing in manual i create license for unity2017 but i have 2021 version and license not activating what problem

 

i have a version unity 2021.3.18 LTS
