Error trying to setup cloud build target

I get this over and over, already tried to delete the browser cache
It happens when trying to "Create Build Target" , no chance to add a target, a trick to get to the target selection screen first is to quickly click on "Lets setup a target" when it says "it seams you have setup no targets", but after that the same error appears .
