Bug error installing unity editor: Problem 'Unity Package Manager Error'

    when I enter a project the unit editor does not work, the message I left in the image appears.
    I've already disabled windows defender, the firewall, I gave permission for the unit in the firewall, I reinstalled several times but nothing worked.
    Sorry if there are a lot of spelling mistakes and sometimes something doesn't make sense, as I'm Brazilian and I still don't know English. And thanks in advance for your help.
