Efficient Crowd Control?

    My game only needs crowd control (flocking, alignment, seperation, etc.) but no pathfinding. Are there any solutions that provide this? Also, the system has to be deterministic in that it runs in fixed timesteps and isn't multithreaded. Are there any assets on the store that can do this? If not, do you know of any resource I can use to make one myself?
