Bug Editor UI and Scene / Game views are too dark on Vulkan (2019.4.7f1+)

    Screenshot attached. It looks "underexposed" if you ask me - the elements that are visible in scene view are ones that have a higher HDR brightness.
    If I resize a panel in the editor it turns back to normal while the resizing happens.

    Started happening after updating (LTS) from 2019.4.5f1 to 2019.4.7f1. Direct update, did not reboot or install anything else inbetween. I restarted Unity and rebooted multiple times since.
    Project set to linear color space, Vulkan renderer.
    Windows 10 1903, latest AMD driver (20.4.2), monitors are SDR, no Windows HDR/WCG features enabled.

    Not the dark theme I've been hoping for.

    The issue is not present on 2019.4.6f1 (downgraded).

    Also happens on 2019.4.8f1

    Workaround is forcing Unity Editor to use DX11 or DX12. (Shortcut to Unity.exe with -force-d3d11)
