Editor can only open brand new projects

I am on 2019.3.13f1 (though also experience this on the only other version I've tried 2019.2.17f1) where I can only open brand new projects. If I make a project, open it, do nothing but save and close it, then try to reopen it the editor does not open. It creates the editor process and then just closes, cleanly I think, at some point during the launching process. I saw somewhere that this can happen due to having extra network adapters - which when I disabled any extras I had from VPNs or whatever it did work afterwards - but that doesn't seem to fix it anymore. Any help would be appreciated, thanks!

 

Looking at the log, it says I need to activate my license. I have returned and made new licenses since then as far as I can tell. Am I missing something?

 

I have tried to manually activate a license via the website and use that instead too, that doesn't work.
