Question Easiest solution for this ar based project?

To make it simple my project is about 100 different collectible physical cards. I want each card to be used as a marker for ar. Each card will cause a different model to pop up.

The solution that I need is that these cards are going to different people and I want all the ar to be easily accessed by everyone. My ideal solution would be to have unity on a web browser but I'm not even sure if that's possible yet. I know I can make an app but it would take a while for iPhone users. I also know that I can use third-party ar apps like Vuforia studio but that is a very pricey solution.
