Don't have permission to open app

Hello,

I've been having many issues getting a mac build to run on my mac. I've fixed a lot of them as they were mostly errors with profiles/certificates during the signing process. Now I know I have the app build and signed properly but when I attempt to run the app it keeps saying I don't have permission to run it. I've verified that the device is contained within the provisioning profile. I even made sure I wasn't using XCode 12 beta as I was having issues with that when trying to upload builds for iOS/tvOS.

The only thing I can think of that MIGHT be the issue is that i'm running BigSur 11.2 beta 2 OS on the mac any help would be appreciated as the solutions I found on the apple forums haven't helped. As a note the project was built in 2018.4.30f.
