and also sound, it doesn't play sound on scrub, wondered if that's a limitation of 2017 or a secret butten to press

Particles should playback on scrub with 2017. Audio scrubbing was introduced in 2018.

oh ok so 2018.1.9 is the last one with legacy (aka good) network API, does it have sound scrubbing?
also particles really will not scrub, how do I set that up?

I believe 2018.2 introduced audio scrubbing. As for particles, they should simulate on scrub automatically if you are using a control track.

    damn, bad timing.

I added a control track, then drag and drop the gameobject with the particlesystem from the hierarchy view onto that track, it doesn't add a clip, instead it shows a no go sign.
(imaging windows screengrab capturing the mouse cursor that looks like a struck circle)

and when drag and dropping that same GO between the tracks I get this:

in contrast 2018 LTS works superbly, seriously, managing to go backward with sim always dazzles me

The drag and drop was upgraded in 2018.2. Prior to that, you need to create a clip and assign the game object in the inspector of the newly create clip.

I don't see create clip so I tried animation (clip), there is no way to assign a game object in the animation clip, even in debug mode

    1. Create a Control Track
    2. Right Click where you'd like the clip
    3. Select 'Add Control Playable Asset Clip'
    4. Make sure the new clip is selected.
    5. Drag and drop your particle system to the field labeled 'Source Game Object'.
You should be able to scrub the timeline and see the particle system play.
